Purpose of consultancy

The consultancy will facilitate and provide technical support for the AADPD@10/ICPD@30 national review and reporting in collaboration with the Government of Liberia and UNFPA as part of the continental review processes.

Background 
2024 will be an important year for the United Nations, including Member States. The ICPD30 review will take place on the heels of the global review of the SDGs at the 2023 HLPF Summit, and to be followed by the “Summit of the Future'' in the second half of 2024. 

Member States have already determined the shape of the ICPD30 Review - through the Commission of Population and Development (CPD) in April 2024, and at the General Assembly. At the 55th session of the CPD (April, 2022), the Commission launched the preparation process, and agreed to dedicate its 57th session of April 2024 to assessing the status of the ICPD implementation, adopting the special theme “Assessing the status of implementation of the Programme of Action of the International Conference on Population and Development and its contribution to the follow-up and review of the 2030 Agenda for Sustainable Development during the decade of action and delivery for sustainable development.” As in previous review cycles, the Commission is expected to adopt a negotiated outcome. This outcome will be sent as a report to ECOSOC, which will subsequently be sent to the General Assembly. 

In Africa, the ICPD@30 review is aligned and linked with the 10-year review of the implementation of the Addis Ababa Declaration on Population and Development (AADPD), a framework that localizes the ICPD Programme of Action for the continent. The ICPD@30 review will therefore be closely linked to the 10 years review of the AADPD implementation; hence it is referred to as ICPD@30/AADPD@10 review process.

The Addis Ababa Declaration on Population and Development (AADPD) was adopted by African Ministers at the Africa Regional Conference on Population and Development held in Addis Ababa from October 3-4, 2013, and endorsed by African Heads of State at the African Union Summit in 2014. This declaration provides region-specific guidance on population and development in Africa, and guidelines for the full implementation of the International Conference on Population and Development (ICPD) beyond 2014 in Africa.  
The declaration comprises a total of 88 priority measures (commitments) grouped under Six pillars: Dignity and Equality; Health; Place and Mobility; Governance; Data and Statistics; Partnership and International Cooperation. The year 2023 marks 10 years since the adoption of the AADPD and a series of national reviews will take place with technical support of UNFPA, Africa Union Commission (AUC), and UNECA in collaboration with national stakeholders in member states.

The Review aims to assess and report on progress in implementing the commitments contained in the Declaration, with a view toward highlighting the gains, gaps, best practices, and challenges as depicted by the data and evidence from a policy perspective. This review is intended to highlight evidence-based recommendations that can:

  • Accelerate progress on implementation at the national and continental level 
  • Assist African countries towards actualizing the vision of the AADPD and 
  • Pave the way to harness a demographic dividend, advance human rights and ultimately attain sustainable development, in line with Agendas 2030 and 2063.

The AADPD Operational Guide for Monitoring and Evaluation (AADPD OG) was adopted during the second meeting of the Specialized Technical Committee on Health, Population and Drug Control (STC-HPDC-2) held in Addis Ababa (Ethiopia), March 23-24, 2017. The Operational guide informed and was used for the 5-year review of AADPD which followed the dual approach of “micro-monitoring” (i.e. tracking the implementation of individual commitments) and “macro-evaluation” (i.e. assessment of progress on policies). 
For the ADDPD@10 the Operational Guidelines and tools to guide the review process could be adapted but are likely to retain the modus operandi of the Operational Guide. The review processes will also be inspired by:

  1. Guidance notes from the UNFPA ICPD30 Secretariat;
  2. The Africa Common Position on Population and Development (June 2022) and
  3. Impact of megatrends.  

Scope of work

The expected activities of the consultancy will include: 

  • Support the Ministry of Finance and Development Planning and the National Coordination Committee, chaired by the Population Policy Coordination Unit (PPCU) to undertake desk review and structured stakeholder consultations to collect and analyze data and other relevant information to:

          a. Feed the macro-evaluation of the AADPD, and 
          b. Inform the micro-monitoring of Country commitments based on the Operational Guide for Implementing and Monitoring of the AADPD beyond 2014. 

  • Support the Ministry of Finance and Development Planning and PPCU to:

        a. Draft the national review report based on the suggested national report structure and content proposed in the national AADPD@10 Review Report Guidelines.  
        b. Incorporate views and information coming from various sources (notably diverse stakeholders including but not limited to line ministries, civil society organizations, including feminist organizations, women-led organizations, youth groups, human rights defenders,                       associations of people with disabilities, academia, private sectors, etc.) including those left behind and/or running the risk of being left behind, and 

  • Facilitate national validation of key findings processes on key national review draft report findings, in the form and manner which will be decided by the government and UNFPA.
  • Edit and finalize the national review report incorporating relevant feedback. 
     

Duration and working schedule

The consultant will work between May and July 2023 for 60 days

Required expertise, qualifications, and competencies, including language requirements

  • An advanced degree or equivalent level in one of the following fields: Demography, social sciences, political science, Social Policy, Public health, Humanitarian, Law, or other related relevant expertise;
  • Experience working on the AADPD/ICPD review process; 
  • Experience working with a multidisciplinary team of experts and experience working with national governments, the UN, and the African Union is an added advantage;
  • Ability to generate consensus through facilitating engagements with stakeholders from different backgrounds and diverse opinions
  • Strong analytical skills and sound judgment; self-driven with the ability to deliver tasks with minimal supervision.
  • Excellent report writing, analytical and communication skills.
