Mr. Leonard Kamugisha

Mr. Leonard Kamugisha currently serves as the Officer in Charge for UNFPA in Liberia. He has over 20 years of extensive experience managing development and humanitarian programmes within the UN system and Non-Governmental Organizations in low- and middle-income countries.

Mr. Kamugisha joined UNFPA in 2009 as Regional Programme Specialist in the Sub/ Regional Office of East and Southern Africa.  Prior to joining the UNFPA Liberia Country Office as its Deputy Country Representative in 2022, he served as Deputy Representative for UNFPA Zambia; Chief, Adolescent and Youth Development with UNICEF in Eswatini (on secondment from UNFPA) and Technical Specialist, SRHR/HIV integration with UNFPA South Africa Country Office.

Prior to joining UNFPA, he served as Technical Specialist, HIV with the United Nations Educational, Scientific and Cultural Organization (UNESCO) in Paris, France and as a Consultant, Global initiative on Making Pregnancy Safer at the Headquarters of the World Health Organization (WHO) in Geneva, Switzerland.

Mr. Kamugisha’s career journey also includes Advisor roles with International Planned Parenthood Federation (IPPF) in Africa Regional Office, Nairobi, Kenya and GOAL Ireland in the Democratic Republic of Congo. 

He holds, among others, a master’s degree in international health policy from the London School of Economics (University of London, UK), and a Master of Public Health (MPH) specializing in Social and Behavior Change Communication (SBCC) from the University of the Witwatersrand (Johannesburg, South Africa) and a Post Graduate Diploma in Project Planning and Management (Mbarara University of Science and Technology, Uganda).
